Editing a card using the drop down menu for "user responsible" can't find our active users

Question 

When editing a card and using the drop-down menu for "user responsible" why can't we find the majority of our active users?

Answer

Records with those filters don't exist. The filters within a card will only show options based on values selected from current records. It's different than reports and list views where you can filter by all values for a field.
